Dubai Expo Mall forms part of a mixed-use development constructed within the Expo 2020 site masterplan in Dubai South, Phase 1 comprises of the Retail Mall and a Rove Metro Hotel. The Mall is linked to the Expo 2020 masterplan via the RTA Metro Link to the East and adjacent Expo Park to the South. The construction cost was forecast as AED 465,000,000.

The linear nature of the mall has evolved through various renditions of Client plan and GLA aspirations.

There are three mall stretches between 4 nodes in a linear arrangement. Two ‘big boxes’ anchor either side of the linear layout; at the West is a Supermarket, food court and Family Entertainment Centre (FEC), with larger shop units and a cinema anchoring the East end. A direct entrance into the metro is provided at the far East end, this entry will also give access to the Park and creating a community node. The mall connects to the park at level +24 (park level), with under croft parking below at level +18 (parking level).
